3.1

Description of statistical information (main characteristics, purpose)

The objective of the statistical survey – to collect statistical data on natural gas prices for end-users (household and non-household consumers) and, on the basis of statistical data received, to calculate average domestic natural gas prices by breaking them down into the components and subcomponents which allow better analysis of electricity prices structure by consumer groups and ensure the transparency of information on natural gas prices.

3.4 Statistical concepts and definitions

Natural gas prices for end-users (household and non-household) are prices at which end-users – household and non-household consumers – bought and consumed natural gas for their own use and not for resale. The price of one gigajoule (GJ) is calculated according to standard consumer groups with regard to the gross calorific value. Every standard consumer group is defined in relation to the lowest and the highest amount of natural gas consumed per year, calculated in GJ.

12 Quality management
12.1 Quality assurance

The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify the areas which need improvement and to promptly eliminate the shortcomings.

12.2 Quality assessment

Statistical data on average natural gas prices for end-users are compiled in accordance with the requirements set in Regulation (EU) 2016/1952. To assess statistical survey quality, a self-assessment of the survey leader and statistical questionnaire control testing is performed regularly.

13 Relevance
13.1 User needs

The publication of average gas prices for end-users helps to ensure the transparency of information on gas prices. The main users of statistical information are the European Commission, national authorities, enterprises, International Energy Agency, other international organisations.

13.2 User satisfaction

From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

Completeness of statistical information

Statistical information on 1 GJ gas prices for end-users– enterprises and households – for the reference calendar half-year is calculated and presented according to standard consumer groups at the national level.

14.1 Overall accuracy

The statistical survey covers enterprises supplying natural gas to final household and  non-household consumers. A purposive sampling method is used. The enterprises whose amount of natural gas sold (in value terms) accounts for no less than 70–80% of the total amount of natural gas sold in Lithuanian are selected.

Statistical information on average natural gas prices in the reference half-year period according to standard gas consumer groups is published not later than within 3 months after the end of the reference half-year period.

20.1

Statistical data source

The main statistical data source – statistical data on natural gas prices (statistical questionnaire on enterprises supplying natural gas to households and final non-household consumers KA-06 (biannual).

Periodicity of statistical data collection

Respondents submit the filled-in statistical questionnaire on a biannual basis: by August 15 – for the first half-year of the reference year, by February 15 – for the second half-year of the previous year.

Statistical data validation

The statistical data on natural gas prices collected are compared with statistical data from the previous period and respective period of the previous year; reasons for price changes are analysed. Questionable prices and reasons for their changes are clarified with the responsible company personnel.

20.5 Data compilation

Average natural gas prices for household consumers are provided according to three, for non-household consumers – according to six consumer groups. Each natural gas consumer group is defined in relation to the lowest and the highest amount of natural gas consumed per year. The arithmetic weighted mean formula is used to calculate the average natural gas price for each consumer group; natural gas consumption in GJ during the reference calendar half-year is used as weights.

The average 1 GJ natural gas price expressed in national currency is calculated: price excluding taxes, fees, levies and charges; price excluding VAT and other recoverable taxes; price including all taxes, fees, levies and charges.  Statistical survey on natural gas prices methodology (only in Lithuanian).
