3.1

Description of statistical information (main characteristics, purpose)

The purpose is to prepare and provide for users statistical information about the stock of dwellings. The main statistical indicators are the number of dwellings and rooms, useful floor area. Statistical indicators are provided by form of ownership and location.

3.4 Statistical concepts and definitions

The stock of dwellings refers to living quarters (dwellings) in residential and non-residential buildings, including summerhouses and cottages on 31 December of the reporting year. The stock of dwellings does not include hostels, hotels, hunters’ cottages, rest establishments, sanatoriums, and other structures meant for temporary lodging.

Dwellings (living quarters) are a one dwelling house, a dwelling in two dwellings house, dwellings in residential and non-residential buildings; flat and other residential premises, or separate rooms with the general use area and meant for a person or family to live.

The flat is a part of a building comprised of one or several rooms and other premises and separated by partition walls from premises intended for general use,  other dwellings, or non-residential premises.  The flat has to have a separate exit to a yard or areas for general use (a staircase, a corridor, a gallery, or any other premises for public use).

The useful floor area of a dwelling is the total floor area of rooms and other quarters in the dwelling (kitchens, sanitary facilities, halls, built-in wardrobes/cabinets, heated attics, and other warm auxiliary areas). Useful floor area does not include the floor area of balconies, terraces, logjams, unheated cellars.

3.5 Statistical unit

Living quarter is registered in the state enterprise Centre of Registers.

3.6 Statistical population

All living quarters are in residential and non-residential buildings. Parameters estimated: useful floor area of the stock of dwellings, number of dwellings by form of ownership and location.

The entire territory of the country; regions, counties, municipalities.

3.8 Time coverage

The time series is comparable from 1992 to 2008. From 2009, the change of the data source resulted in a break in time series, and since then on statistical information is based on the data from the database of the Real Estate Register of the state enterprise Centre of Register. From 2009, the summerhouses which have a legal basis included in the stock of dwellings.

Confidentiality policy

In the process of statistical data collection, processing and analysis and dissemination of statistical information, Statistics Lithuania fully guarantees the confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality Policy Guidelines of Statistics Lithuania.

12 Quality management
12.1 Quality assurance

The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify the areas which need improvement and to promptly eliminate the shortcomings.

12.2 Quality assessment

The results are compared with the results of the previous year, arithmetic means are calculated, analysis is performed. In case of significant deviations, data suppliers are contacted.

13.1 User needs

The main users of statistical information are State authorities and agencies, international organizations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle.

13.2 User satisfaction

From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.
