3.1

Description of statistical information (main characteristics, purpose)

The objective of the statistical survey is to produce and provide for users statistical information on passengers and freight carried by the aircraft of Lithuanian airlines, the number of aircraft. Statistical information on passengers carried, passenger-kilometres, freight and mail carried, tonne-kilometres by type of carriage is prepared at the national level.

3.4 Statistical concepts and definitions

The number of passengers carried is estimated by calculating each passenger carried on a specific flight only once (one flight number). If the flight consists of a domestic and an international flight stages, passengers of each stage are not calculated repeatedly.

Passenger-kilometres is an indicator calculated by multiplying the number of passengers carried at each stage of the flight by the distance of the respective stage of the flight and subsequently adding up the results of the stages. Passenger-kilometres show the number of kilometres that all the passengers were carried.

Freight and mail carried is estimated by calculating each tonne of freight carried on a specific flight only once (one flight number). If the flight consists of a domestic and an international flight stages, tonnes of freight carried on individual stages of a specific flight are not calculated repeatedly.
Freight and mail tonne-kilometres is an indicator calculated by multiplying the number of tonnes of freight and mail carried by each distance of the respective stage of the flight and subsequently adding up the results of the stages. Tonne-kilometres show the number of kilometres that the freight and mail were carried.

Flight means the operation of an aircraft for one or several flight stages when the flight number does not change.

Flight stage means the operation of an aircraft from take-off to its next landing.

The number of aircraft – aircraft registered in the Register of Civil Aircraft of the Republic of Lithuania at the end of the year.

Enterprises licensed by the Civil Aviation Administration and providing air transport services.

Confidentiality policy

In the process of statistical data collection, processing and analysis and dissemination of statistical information, Statistics Lithuania fully guarantees the confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality Policy Guidelines of Statistics Lithuania.

12 Quality management
12.1 Quality assurance

The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify the areas which need improvement and to promptly eliminate the shortcomings.

12.2 Quality assessment

Data quality is in line with the accuracy, timeliness and punctuality, comparability and compatibility requirements. Before presenting survey results to users, the quality of the information obtained is analysed. Additional statistical quality checks are performed. Statistical survey data are compared with the previous period and respective indicators.

13 Relevance
13.1 User needs

The main users of statistical information are State and municipal authorities and agencies, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle.

13.2 User satisfaction

From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

Monthly statistical information is published on the 21st day after the end of the reference month, quarterly – on the 52nd day after the end of the reference quarter, annual – in the 7th month after the end of reference year.

Response burden

The average time spent by one respondent on the filling in of the monthly statistical questionnaire – 1 hr 16 min. Statistics Lithuania focuses on reduction of statistical reporting burden. The obligations to implement the Law on Reduction of Administrative Burden of the Republic of Lithuania and to reduce statistical reporting burden on respondents are provided in the Statistical Reporting Burden Reduction Policy. Statistical data source

Statistical data sources are statistical exhaustive survey and administrative data. Administrative data sources: number of aircraft at the end of the year from the Transport competence agency.

Statistical data collection

Statistical report form is tested on a regular basis and, if necessary, upgraded in order to reduce statistical reporting burden to respondents (statisticals questionnaire TO - 01 (only in Lithuania)). Statistical data are collected via the electronic statistical data preparation and transfer system e-Statistics, by mail, fax, email.

20.4

Statistical data validation

A special program is used for statistical data entry, which searches for errors at the time of entry. Statistical data validation requirements are provided in the survey programming technical specification. The logical connection between values, arithmetic errors are checked; search for missing values is carried out. Errors are corrected through contacting the respondents.

20.5 Data compilation
