The purpose is to prepare and publish statistical information on the Lithuanian government foreign debt, central government loans by financial institution, year of signing foreign loan agreements, directions of financing. |

3.4 | Statistical concepts and definitions | Loan refers to a borrowing or lending instrument when, under a loan agreement, one party (the lender) transfers the ownership of money to the other party (the borrower), and the borrower undertakes to return the same amount of money to the lender and pay interest, if the loan agreement does not provide otherwise. Such a loan agreement does not include the issuance of securities or the signing of other debt instruments. Foreign creditors are natural or legal persons whose main personal and economic interests lie in other countries (i.e. not in Lithuania), who are constantly living or operating abroad or who have been living or operating in Lithuania for less than a year and have purchased government securities, granted loans under loan agreements or other debt instruments. General government foreign debt refers to the aggregate amount of the obligations assumed, but not discharged yet by the general government entities entitled to borrowing in respect of the repayment to foreign creditors of the funds borrowed under government securities distributed, loan agreements, leasing (financial lease) agreements signed and other debt instruments. General government sector is a sector which includes the sectors of the central government (the Government and other entities of this sector), local government (municipalities and other entities of this sector) and state social security funds (State Social Insurance Fund, Compulsory Health Insurance Fund and other entities of this sector). State guarantee refers to the property obligation of the State to repay a debt wholly or in part and to pay interest on the debt or part thereof to be repaid to a domestic or foreign creditor for a borrower the discharge of obligations whereof is guaranteed by the State in the event of the borrower’s full or partial default on obligations under a loan agreement or other debt instruments. Government securities refers to the securities issued by the Government on behalf of the State on domestic or foreign markets attesting to the right of the holder thereof to obtain, within the time limits provided for, an amount corresponding to nominal value thereof, interest or another equivalent. |

12.1 | Quality assurance | The quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework. In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. The main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy. Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify the areas which need improvement and to promptly eliminate the shortcomings. |

13.1 | User needs | The main users of statistical information are State and municipal authorities and agencies, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle. |
13.2 | User satisfaction | From 2005, user opinion surveys have been conducted on a regular basis. Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted. In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular. The time series is fully comparable from 2004. Before April 2004, the general government foreign debt was calculated as the sum of property obligations of the Republic of Lithuania in foreign currency under loan agreements, agreements with a State guarantee or other binding debt instruments. Since April 2004, the general government debt is no longer divided into domestic and foreign debts based on the loan currency, but based on the location of residence of the creditor, i.e. in Lithuania or abroad. |
