The State Data Agency is an institution of the Government of the Republic of Lithuania which participates in the formation of the state policy in the field of official statistics management assigned to the Minister of Finance as well as in the field of state data management, and which implements this policy and coordinates the production of official statistics pursuant to the provisions of Part I of the Official Statistics Programme, and the management of state data – pursuant to the State Data Governance Programme.

In pursuance of the Law on Official Statistics and State Data Governance of the Republic of Lithuania, the State Data Agency coordinates the activity of other institutions managing official statistics in the field of official statistics.

Agreements with producers of official statistics

The main tasks of the State Data Agency are set in the Regulations of the State Data Agency.

Statistical information prepared according to Part I of the Law on Official Statistics is available and provided free of charge to everyone interested in the country’s economic and societal development.

State data management

State data management and processing is concentrated in one place – the State Data Governance Information System (SDG IS). SDG IS or State Data Lake is a system managed by the State Data Agency (Statistics Lithuania), designed to manage and accumulate state data, provide information prepared on the basis of these domains during the monitoring and analysis of the state's economic and social development, and ensure effective information exchange between public sector institutions.

Currently, the State Data Agency is implementing the project "Integration of State Information Resources into the Data Lake". After the implementation of this project, integrations with more than 300 state information resources will be created, the data collected in them will be inventoried, and a metadata catalogue will be created based on the metadata, the data of the integrated state information resources will be opened on Lithuania’s Open Data Portal at maturity level no lower than 4.

The general principles of the organisation of official statistics and management of state data are established by the Law on Official Statistics and State Data Governance of the Republic of Lithuania. The activity of the State Data Agency is also regulated by other national and EU legislation.

Advisory bodies to the State Data Agency:

Statistical Council, which prepares and submits proposals to the Agency on the issues referred to in Article 7(1) of the Law on Official Statistics and State Data Governance as well as on the matters entrusted to it by the Government of the Republic of Lithuania related to:

  1. The formulation and implementation of the common state policy on official statistics;

  2. The organisation of official statistics and the coordination of the production of statistical information under Part I of the Official Statistics Programme;

  3. Principles of the European Statistics Code of Practice;

  4. Legislation governing official statistics;

  5. Other matters within the Agency’s remit in the field of official statistics management as entrusted by the Government.


The State Data Governance Council, which prepares and submits proposals to the Agency on the issues referred to in Article 8(1) of the Law on Official Statistics and State Data Governance as well as on the matters entrusted to it by the Government of the Republic of Lithuania related to:

  1. The formulation and implementation of the state policy in the field of state data management;

  2. The coordination of the organisation of state data governance and production within the framework of the State Data Governance Programme;

  3. Other functions of the Agency in the field of state data governance.


The Advisory Commission of the Director General of the State Data Agency discusses key organisational and methodological issues, draft publications, legislation and planning documents, results of the implementation of strategic goals and activity improvement, reports of the executives of the structural divisions of the Agency, etc.  The members of this Commission include the Director General of the State Data Agency – the Commission chair – and deputies Director General, the executives of some structural divisions of the State Data Agency, other public servants. The meetings are held on the last Tuesday of the month; if necessary, the date of the meetings can be changed.

In order to analyse and improve other aspects of the performance of the official statistical system, interinstitutional or State Data Agency-based commissions and working groups are formed.


The Lithuanian Statistical System comprises the State Data Agency, the Bank of Lithuania and other institutions and agencies managing official statistics that carry out statistical work provided for in the Official Statistics Programme.
