On 20 September 2023, the resolution of the Government of the Republic of Lithuania "On the implementation of Regulation (EU) 2022/868" was adopted. The resolution was passed in the context of implementing Regulation (EU) 2022/868 of the European Parliament and of the Council of 30 May 2022 on European data governance and amending Regulation (EU) 2018/1724 (Data Governance Act).

The Data Governance Act is designed to increase trust in data and its availability, to overcome technical obstacles to data re-use. It aims to boost and develop the digital single market and create a reliable and secure data economy that will benefit businesses, researchers, public bodies and the general public on the scale of the entire European Union.

Pursuant to the Regulation, the State Data Agency has been designated as a competent authority in accordance with Article 7 (1) and as a single information point in accordance with Article 8 (1) of Regulation (EU) 2022/868, it is assigned to perform the functions of a competent institution and a single information point, provided for in Article 7 (4) and Article 8 (1, 2 and 3).

The State Data Agency, as a competent authority appointed by the Government, undertakes to provide the necessary assistance, which includes providing technical support by making available a secure processing environment for providing access for the re-use of data, guidance and technical support on how to best structure and store data to make that data easily accessible, as well as technical support ensuring data processing in a manner that effectively preserves the privacy, confidentiality, integrity, accessibility of the information contained in the data, etc.

The State Data Agency is also tasked with performing the functions of a single information point: to accept requests or applications for data re-use, to provide a list of registries by electronic means that can be searched and which provides an overview of all available data resources.
