Population and social statistics
State Data Agency estimates migration flows based on the data of the declaration of the place of residence. Not all residents of Lithuania when changing their place (country) of usual residence for a period longer than 6 months declare it. Therefore, surveys on undeclared migration are carried out and, based on their results, undeclared migration flows are estimated.

Macroeconomics
Gross domestic product (GDP) is the final result of the production activity of residents (all economic entities operating within the territory of the country).
Gross national income (GNI) is the gross primary income received by resident institutional units: compensation of employees, production and imports-related taxes (minus subsidies), property income (receivable minus payable), gross operating surplus, and gross mixed income.
GNI is calculated as follows: final result generated within the territory of the country (GDP) minus primary income received by non-residents plus primary income received by residents from other countries.

State Data Agency is responsible only for the production of short-term forecasts: provisional quarterly GDP estimate (released two months before the final estimate) and consumer price index (inflation) monthly forecast. Prices
Inflation is a decrease in the purchasing power of a currency unit, which manifests itself in a long-term growth in the general average price level.
Inflation is not an increase in prices for certain goods, services or their groups. Inflation means an increase in the general price level for all goods and services. However, prices of some goods and services may remain unchanged or, actually, decrease even amidst inflation.
Inflation is expressed in per cent.
Inflation is contrary to deflation. Deflation is the increase in the value of a currency unit, which manifests itself in a decrease in the general average price level.
Annual inflation shows the relative change in the average price level between the reporting month and the corresponding month of the previous year.
Average annual inflation shows the relative change in the average price level in the last twelve months and the corresponding previous twelve months.
To measure inflation in Lithuania, the consumer price index (CPI) is used. It is the main indicator of consumer inflation, reflecting the average change in the price level for consumer goods and services purchased, paid for and used by households to satisfy their consumption needs over a certain time period. The CPI does not cover goods and services intended for production, profit, capital formation.
The CPI is the main means for the indexation of pensions, wages and salaries, benefits, fines, taxes, indemnity rates. It is also used for the recalculation of various indicators at constant prices, as well as for analytical and forecasting purposes.
The basis for the CPI calculation is data on prices and tariffs for representative goods and services and expenditure of the population on consumer goods and services. The main source of information on prices is registration of prices and tariffs for representative goods and services in the trade and service outlets of all forms of ownership sampled. The change in the price level for every good or service has a different influence on the all-items CPI. This is determined by the relative share (weight) of expenditure on every good or service in the overall structure of household monetary consumption expenditure. Hence, when calculating the CPI, the ratios of prices for consumer goods and services are counterweighted using the relative shares (weights) of expenditure on consumer goods and services in total household monetary consumption expenditure. Data on household monetary consumption expenditure from the Household Budget Survey serve as a basis for the compilation of weights.

Statistical Reportings
Every year, State Data Agency conducts more than 100 statistical surveys, involving nearly 50,000 enterprises in the country. Naturally, large enterprises, due to their importance, submit significantly more statistical reports. Smaller enterprises are included in some of the surveys using random sampling methods, so both the reports themselves and the number of reports may vary over the years. (Enterprises drop out of some surveys but are included into others). In some activities, the number of enterprises is small and there is no substitute, so they often have to fill out the same reports. However, State Data Agency follows its established policy and ensures that small enterprises (having 0–4 employees and income not exceeding 10 per cent of the total income of the economic activity) participate in no more than 3 statistical surveys per year.

Not all small and medium-sized enterprises (SMEs) participate in statistical surveys. Most of the time, a certain proportion of them are randomly selected (sampled). This means that SMEs are included in many surveys by chance. However, certain methodological principles are always followed when forming a sample of enterprises:

First, enterprises are divided into strata according to economic activity, and each stratum is in turn subdivided into strata according to enterprise size. Sometimes it is also necessary to stratify by territory. A random sample is then collected from each stratum.

The enterprises are assigned to the sample for one year. The following year, the sample is made again. However, if there are few enterprises in a stratum, they may be included in the sample again and again. Thus, sometimes small enterprises are repeatedly included in statistical surveys simply because there are very few enterprises of their kind of activity and size in Lithuania and they are statistically significant in the kind of activity they represent.

In order to control the statistical reporting burden on the smallest enterprises, it is ensured that enterprises having 0–4 employees and annual revenue not exceeding 10 per cent of the total revenue of the activity according to the Classification of Economic Activities (EVRK Rev. 2) participate in no more than 3 statistical surveys per year.

The purpose of official statistics is to provide users with objective, reliable and timely statistical information on demographic, social and economic processes, and to help society make decisions both at the national and personal level. For preparation of such information, data from administrative data sources do not suffice. Therefore, statistical surveys are carried out and data from enterprises and residents are collected. By providing statistical reports, respondents make a significant contribution to the production of official statistics.
The obligation to provide statistical data is set by legislation.
Pursuant to Article 18(2) of the Law on Official Statistics and State Data Governance of the Republic of Lithuania*, respondents must provide free of charge correct and detailed statistical data, including personal data, special categories of personal data, and the data which allow direct or indirect identification, in accordance with the procedure laid down by legal acts for the purpose of implementation of the Official Statistics Programme.
Respondents must:

Provide free of charge correct and detailed statistical data, and the data which allow direct or indirect identification, as well as electronic transactions’ or other records, mobile data, real-time data or other data collected and processed by private legal entities, including personal data, among them also special categories of personal data, in accordance with the procedure laid down by legal acts for the purpose of implementation of the Official Statistics Programme. The respondents being natural persons must provide statistical data, and the data which allow direct or indirect identification, if so provided by legal acts of the European Union or by laws of the Republic of Lithuania, for the purpose of implementation of the Official Statistics Programme.

Rectify and/or adjust and/or supplement false and/or inaccurate and/or missing statistical data if they find that they have provided such data to a body managing official statistics. The body managing official statistics shall provide the respondents with the possibility to rectify and/or adjust and/or supplement the statistical data provided and inform them of the mode/modes of rectification and/or adjustment and/or supplementing;

When providing statistical data, using an advanced electronic signature or by any other means that allows identification of the natural person who has provided them, confirm the correctness of the statistical data or the fact that the statistical data recorded in a statistical questionnaire or provided according to the list of statistical indicators are consistent with the statements of an interview, except in cases where it is not required to indicate the respondent;

Create conditions for employees of the bodies managing official statistics to collect free of charge publicly available statistical data for the purpose of implementation of the Official Statistics Programme;

When the respondents being natural persons provide statistical data by telephone – introduce themselves, namely, provide the name, surname.
The consequences of failure to submit statistical reports are defined by the laws of the Republic of Lithuania.
Pursuant to Article 221 of the Code of Administrative Offences of the Republic of Lithuania**:

Failure to submit statistical data in accordance with the established procedure to institutions managing official statistics or submitting false statistical data to institutions managing official statistics shall result in a fine of EUR 150 to EUR 300 for managers of legal entities or other responsible persons.

The administrative offence provided for in paragraph 1 of this article, committed repeatedly, shall result in a fine of EUR 800 to EUR 1,800.

Failure to provide civil servants/employees of institutions managing official statistics with documents confirming the statistical data provided, or concealment of such documents, shall result in a fine of EUR 150 and EUR 300 for managers of legal entities or other responsible persons.

The quality of statistical information, undoubtedly, depends on the sufficient number of population participating in the surveys. Unfortunately, in Lithuania, as in other countries, a considerable number of selected citizens do not participate in the surveys, therefore, it is almost impossible to assure high-quality statistical information.
With an increasing number of interviewed persons the quality of statistical information will improve, decision-makers will enjoy the opportunity to use more accurate and precise statistics, which, in turn, will guarantee improved public management.
