In 2021, the average number of employees in the whole economy (individual enterprises included) amounted to 1 million 306.3 thousand, in the private sector – 943 thousand (72.2 per cent of the total number of employees in the whole economy), in the public sector – 363 thousand (27.8 per cent). Compared to 2020, the number of employees in the whole economy increased by 2 per cent (26.1 thousand): in the private sector – by 3 per cent (27.3 thousand), while in the public sector – decreased by 0.3 per cent (1.1 thousand).
In 2021, against 2020, change in the average number of employees varied by economic activity. The largest increase in the average number of employees was recorded in enterprises engaged in transportation and storage – by 6 thousand (4.2 per cent), while the largest decrease was observed in agriculture, forestry and fishing – 710 (2.8 per cent).

In 2021, the number of part-time employees totalled 226.4 thousand, or 17.3 per cent of the total employees in the whole economy and, against 2020, increased by 3.4 thousand (1.5 per cent). Over the year, the number of full-time employees increased by 2.2 per cent and totalled 1 million 79.9 thousand.
The largest proportion of persons working part-time, compared to total number of part-time employees, was recorded in enterprises engaged in education (18.1 per cent), wholesale and retail trade; repair of motor vehicles and motorcycles (14.3 per cent), and human health and social work activities (13.6 per cent).

In 2021, the major proportion of employees, compared to total number of employees in the whole economy, worked in enterprises and institutions engaged in manufacturing (16 per cent), wholesale and retail trade; repair of motor vehicles and motorcycles (15.6 per cent) and transportation and storage (11.3 per cent). The lowest proportion fell within employees working in mining and quarrying, electricity, gas, steam and air conditioning supply, as well as other service activities – 0.2, 0.8 and 1 per cent respectively. In the public sector, the largest proportion of employees were employed in enterprises engaged in education (33.9 per cent), public administration and defence; compulsory social security (22.6 per cent) and human health and social work activities (22 per cent). In the private sector, the largest number of employees was recorded in manufacturing (22.1 per cent) and wholesale and retail trade; repair of motor vehicles and motorcycles (22 per cent).

In 2021, the majority of employees worked in Vilnius county (43.1 per cent, or 562.7 thousand employees), Kaunas county ranked second (20.3 per cent, or 264.6 thousand). One tenth (10.2 per cent, or 133.4 thousand) of all employees worked in Klaipėda county. The lowest proportion of employees was recorded in Tauragė county – 1.8 per cent, or 23.9 thousand of all employed persons in the whole economy. In 2021, the highest increase in the average number of employees was recorded in Vilnius and Kaunas (2.4 per cent in each), Šiauliai (2.1 per cent) counties.
The largest proportion of employees in enterprises engaged in wholesale and retail trade; repair of motor vehicles and motorcycles was recorded in Vilnius (50.2 per cent) and Kaunas (22.4 per cent) counties. Employees in Vilnius county made up more than half (53.6 per cent) of all the employees in the manufacturing sector. Nearly one third (28 per cent) of employees engaged in agricultural, forestry and fishery activities worked in Vilnius county. The greatest proportion of all employees engaged in financial and insurance (83.9 per cent), as well as information and communication (76.3 per cent) activities were employed in Vilnius county. Arts, entertainment and recreation enterprises employed twice as many employees in Vilnius county (39.7 per cent) as in Kaunas county (19.6 per cent).

Over the year, the average number of employees of budgetary institutions increased by 0.2 per cent (734) and, in 2021, accounted for 23.5 per cent of all employees in the whole economy and 84.6 per cent of all employees in the public sector. The number of persons employed in budgetary institutions increased in five counties, with the greatest increase recorded in Panevėžys county (280, or 1.4 per cent). In other counties, it increased from 0.8 to 0.2 per cent, while decrease was observed in five other counties, where the number of employees of budgetary institutions decreased from 0.7 per cent (in Alytus county) to 1.4 per cent (Marijampolė county).

In 2021, women made up 49.5 per cent (646.3 thousand) of all employees in the whole economy, men – 50.3 per cent (660 thousand). In 2021, against 2020, the number of women in the whole economy increased by 9.6 thousand, and that of men – 16.5 thousand.
