Information and communication technologies (ICT) have major impact on daily life and work conditions. Businesses that use ICT on a daily basis are growing in number; therefore, there is an inevitable increase in the number of professionals who develop and maintain information technology systems. Based on data of the statistical Labour Force Survey, the number of ICT specialists in Lithuania has almost doubled over the last 10 years (from 22.7 thousand to 42.1 thousand). In 2019, 75.6 per cent of ICT specialists were men (in 2010, 67.6 per cent). Slightly more than half (52.1 per cent) of ICT professionals were under 35 years of age.

In 2019, 59 per cent of persons aged 16–74 stated that they copied or moved files or folders, 58 per cent – transferred files between computers or other devices. Slightly less than half (48 per cent) of population used word processing software, 45 per cent – installed software or mobile applications. Technical expertise, such as writing a code in a programming language, was much less common. 4.7 per cent of population (15.5 per cent in the 16–24 age group and 0.1 per cent in the 65–74 age group) wrote a code in a programming language.

In 2019, 13.7 per cent of enterprises (in 2018, 10.9 per cent) organized IT upskilling training: for IT specialists – 6.7, for other staff – 11.8 per cent of enterprises (at the beginning of 2018, 6.2 and 8.7 per cent respectively). ICT training was organized by more than half (59.3 per cent) of large enterprises, 24.1 per cent of medium-sized enterprises, 9.8 per cent of small-sized enterprises.

With the growing demand for IT professionals, more and more companies are facing problems in finding specialists in this field. In 2019, 58.8 per cent of enterprises (in 2018, 46.8 per cent) encountered problems in their search for ICT specialists. 64.2 per cent of medium-sized enterprises had ICT vacancies after failing to find competent specialists; 60 per cent of large enterprises and 56.2 per cent of small-sized enterprises faced the same problem.

In 2019, 8.6 per cent of enterprises (in 2018, 9.1 per cent) employed or were looking for ICT specialists. 37.2 per cent of large, 13.7 per cent of medium-sized and 6.5 per cent of small-sized enterprises were searching for ICT specialists.

At the beginning of 2020, 15.9 per cent of enterprises had ICT specialists whose main activity was related to ICT systems’ launching, enhancement and maintenance (at the beginning of 2019, 15.2 per cent).

At the beginning of 2020, ICT specialists accounted for 2.1 per cent of total staff of the State and municipal institutions (in 2018, 1.8 per cent). The lack of ICT specialists becomes a relevant issue: 52.2 per cent of institutions stated facing this problem. In 2019, 2.3 per cent of all public sector employees deepened their ICT knowledge (in 2017, 4.3 per cent).
