   Investments in tangible and intangible assets

 

In 2019, investments in tangible fixed assets totalled EUR 6.6 billion. Over the year, investments increased by EUR 0.7 billion (12 per cent), during a ten-year period, by 147 per cent. Investments into construction in progress accounted for the major proportion – 30 per cent, while 23 per cent of the investments were targeted at purchase of vehicles, 17 per cent – machinery and equipment.

In 2019, investments in intangible fixed assets were considerably lower and amounted to EUR 0.7 billion. Over the year, investments increased by EUR 0.08 billion (20 per cent), during a ten-year period, by 105 per cent.

   Investment trends in industry

 

Statistical information on the investment changes in industrial enterprises (already happened or future), investment trends and factors having influence on investments has been prepared using data from the statistical investment survey, also called business opinion survey. This statistical survey is qualitative, intended for the nearest period analysis and forecasts, i.e. to foresee investment growth periods and investment trends.

Based on provisional GDP figures, total research and development expenditure accounted for 1 per cent of GDP (in 2018, 0.94 per cent). In 2019, R&D expenditure in the business enterprise sector accounted for 0.43 per cent (in 2018, 0.39 per cent), in the higher education and government sectors – for 0.57 per cent (in 2018, 0.55 per cent) of GDP.

In 2019, the amount of EUR 483.9 was allocated for R&D activities. R&D expenditure incurred, against 2018, increased by EUR 57.6 million (13.5 per cent). In the higher education sector, it increased by EUR 23.6 million (15.4 per cent), business enterprise sector – EUR 29.7 million (16.7 per cent). In the general government sector, in 2019, against 2018, such expenses grew by EUR 4.3 million (4.5 per cent). In 2019, the business enterprise sector incurred the biggest expenditure – EUR 208.5 million (43 per cent of the total R&D expenditure), higher education sector – EUR 176.8 million (36.5 per cent), and the general government sector – EUR 99 million (20.5 per cent).

In 2019, 24.6 thousand employees were engaged in R&D activities, of whom 8.3 thousand – researchers with a scientific degree. In the institutions of the higher education and government sectors, the number of employees engaged in R&D activities (both at the main and the secondary workplace) amounted to 17.6 thousand, of whom 7.8 thousand – researchers with a scientific degree. In the business sector, the number of employees engaged in R&D activities amounted to 7 thousand, of whom 492 – researchers with a scientific degree.

Structuring R&D funding sources into five main sources, in 2019, funds of the business enterprise sector accounted for the largest proportion – 33.8 per cent (EUR 163.3 million), funds of the government sector – 32.4 per cent (EUR 156.8 million), foreign funding – 30.7 per cent (EUR 148.5 million), funds of the higher education and non-profit institutions – 3.2 per cent (EUR 15.2 million).

In 2019, 12,363 men and 12,251 women were engaged in R&D activities. In the business sector, 6,988 persons participated in R&D activities. 535 of them – researchers with a scientific degree (of whom 147 – women and 388 – men). 5,896 persons had higher education (of whom 2,037 – women and 3,859 – men). In the higher education sector, the number of employees engaged in R&D activities amounted to 13,652 persons, of whom 6,394 – researchers with a scientific degree (3,304 – women and 3,090 – men). 6,915 persons were with a scientific degree (of whom 4,293 – women and 2,622 – men). In the general government sector, 3,974 persons participated in R&D activities. 1,493 of them – researchers with a scientific degree (of whom 783 – women and 710 – men). 2,061 persons had higher education (of whom 1,095 – women and 966 – men).

The number of employees engaged in R&D activities in full-time units (i.e. after the recalculation of the number of employees engaged in R&D part-time into that of employees engaged in R&D full-time) totalled 12.9 thousand (2018, 11.9 thousand). In the business enterprise sector, the number of researchers engaged in R&D activities amounted to 4.8 thousand (2018, 4.3 thousand), in the higher education sector – 5.9 thousand (2018, 5.3 thousand), the general government sector – 2.3 thousand (2018, 2.3 thousand).

   Investments into innovative activity

In 2016–2018, against 2014–2016, the proportion of innovative enterprises in Lithuania remained almost stable and accounted for 46.9 per cent of the total number of manufacturing and service enterprises (2014–2016, 46.6 per cent), having 10 and more employees. 41.6 per cent of all enterprises were engaged in business process innovation, 27.6 per cent – in product innovation, against 2014–2016, this proportion increased by 4.3 percentage points.

In 2016–2018, innovative activity was carried out by 81.7 per cent of large enterprises (having 250 and more employees), 63.9 per cent – medium-sized enterprises (having 50–249 employees) and 41.4 per cent – small enterprises (having 10-49 employees).

In 2018, expenditure on innovation totalled EUR 1 billion 74.9 million and, against 2016, it decreased by 13.8 per cent. The largest proportion of expenditure on innovative activity was allocated by large enterprises – 41.9 per cent (2018, 36.1 per cent) of the total expenditure on innovation, and the smallest – by the enterprises having 10-49 employees – 24.5 per cent (2016, 30.3 per cent).

As the most obstructive factors for innovative activity, 23.7 per cent of innovative enterprises indicated the lack of their funding for innovation, 17.6 per cent – shortage of qualified staff, 15.8 per cent – too high innovation price, 15 per cent – too strong competition on the enterprise market.
