In 2018, the number of criminal offences recorded decreased by 9.4 per cent and totalled 57.8 thousand. Crimes accounted for 92.8 per cent of all the criminal offences recorded. In 2018, 6 per cent of crimes were serious and grave crimes. In 2018, 3.2 thousand serious and grave crimes were recorded, which is by 13.1 per cent more than in 2017.

In 2018, courts convicted 19.8 thousand persons, which is by 1.7 thousand (9.5 per cent) more than in 2017. Among convicts, 0.7 thousand (3.3 per cent) were juveniles. In 2018, there were 706 sentenced persons per 100 thousand population (in 2017, 638). The number of sentenced juveniles per 100 thousand children aged 14–17 stood at 623 (in 2017, 594).

At the end of 2018, there were 6.5 thousand persons in imprisonment institutions (in 2017, 6.6 thousand); most of them – 5.9 thousand (90.7 per cent) – were those incarcerated and serving punishment, others (0.6 thousand, or 9.3 per cent) – pre-trial detainees. Out of the total number of incarcerated persons, 52 (0.8 per cent) were juve­niles. In 2018, there were 231 incarcerated persons in imprisonment institutions per 100 thousand population (in 2017, 233); the number of juveniles in imprisonment institutions per 100 thousand children aged 14–17 stood at 49 (in 2016, 46).
