Research and development
In 2018, R&D expenditure amounted to EUR 396.8 million. Compared to 2017, it increased by EUR 17.9 million, or 4.7 per cent. R&D expenditure in the higher education sector increased by EUR 19.5 million, or 14.6 per cent. In the business sector, R&D expenditure increased by EUR 9.4 million, or 6.7 per cent. R&D expenditure in government sector in 2018, compared to 2017, decreased by EUR 10.9 million, or 10.4 per cent. As in 2017, the major proportion of R&D expenditure fell within the higher education sector – EUR 153.2 million, or 38.6 per cent of the total R&D expenditure, while in the business enterprise sector such expenditure amounted to EUR 148.8 million (37.5 per cent), in the government sector – EUR 94.8 million (23.9 per cent).
In 2018, based on provisional GDP figures, total R&D expenditure accounted for 0.88 per cent of GDP (in 2017, 0.90 per cent). R&D expenditure in the business enterprise sector accounted for 0.33 per cent (in 2017, 0.33 per cent), in the higher education and government sectors – for 0.55 per cent (in 2017, 0.57 per cent) of GDP.
In terms of source of funding, the biggest proportion of R&D expenditure – 34.8 per cent – was made up of government funds; business enterprise funds accounted 33.5, foreign funds – for 28.1, the funds of higher education and non-profit institutions – for 3.6 per cent.
In terms of type of costs, the biggest proportion of R&D expenditure – 57.8 per cent of the total R&D expenditure, or EUR 229.2 million – was made up of labour costs; other costs – for 27.7 per cent (EUR 110.1 million), acquisition of tangible fixed assets accounted for 14.5 per cent (EUR 57.5 million).
In 2018, R&D expenditure on basic research accounted for 22.7, applied research – 48.1, experimental development – 29.2 per cent of the total R&D expenditure. The business sector allocated the largest portion of funds – 55 per cent – for experimental development, while the higher education and government sectors – for applied research (52.3 and 57.6 per cent respectively).
In 2018, compared to 2017, government budget appropriations or outlays on research and development increased by EUR 1.5 million (1.1 per cent). The largest proportion of funds is allocated for R&D through higher education establishments: in 2018, from public general university funds – EUR 76.5 million (in 2017, EUR 74.4 million).
In 2018, 24.1 thousand employees were engaged in R&D activities, of whom 8.5 thousand – researchers with a scientific degree (of whom 4.2 thousand – women). In the institutions of the higher education and government sectors, the number of employees engaged in R&D activities (both at the main and the secondary workplace) amounted to 18 thousand, of whom 8 thousand – researchers with a scientific degree. In the business sector, the number of employees engaged in R&D activities amounted to 6.1 thousand, of whom 476 – researchers with a scientific degree. In the higher education and government sectors, the majority of researchers were 35–44 years old – 4 210 (28.3 per cent), 25–34 years old – 3 641 (24.7 per cent), 45–54 years old – 3 320 (22.3 per cent), researchers aged 65 and older accounted for 5.3 per cent. In the business sector, the majority of researchers were 25–34 years old – 1 744 (43 per cent), 35–44 years old – 1 219 (30 per cent), 45–54 years old – 455 (11.2 per cent), researchers aged 65 and older accounted for 2.1 per cent of all researchers.
In 2018, the number of employees engaged in R&D activities in full-time units (i.e. after the recalculation of the number of employees engaged in R&D part-time into that of employees engaged in R&D full-time) totalled 11.7 thousand and, compared to 2017, increased by 0.7 per cent. The number of researchers engaged in R&D activities in full-time units increased by 0.4 per cent (from 8 741 in 2017 to 8 772 in 2018).
