The chapter presents statistical information about building permits granted for construction and new residential and non-residential buildings completed, based on the data from the Building Permits and State Construction Supervision Information System of the Republic of Lithuania (IS) Infostatyba. Moreover, it provides statistical information on construction work carried out prepared using short-term statistics survey data.

Construction statistics are based on the national version (EVRK Rev. 2) of the Statistical Classification of Economic Activities in the European Community (NACE Rev. 2) and the Classification of Types of Constructions (CC).

In 2018, 7 625 permits were issued for the construction of new residential and non-residential buildings. 6 655 permits, or 87.3 per cent of all permits, were those for the construction of residential buildings (by 4.1 per cent more than in 2017).

The construction of new individual houses (1–2 dwelling buildings) remains predominant in the country – it accounts for 97.8 per cent of all the permits issued. Permits were also granted for the construction of 314 blocks of flats (3 and more dwelling buildings), with 7 860 dwellings to be equipped therein and the useful floor area of 468.6 thousand m² (by 1.6 per cent more than in 2017). Furthermore, building permits were issued for the construction of four new buildings for residential purposes, meant for people from various social groups to live in, with the useful floor area of 4.8 thousand m².

In 2018, 970 permits for the construction of new non-residential buildings were granted in the country, which is by 2.5 per cent less than in 2017; the total floor area of such buildings will be 1.7 million m², which is by 10.9 per cent larger than in 2017. In terms of the total floor area, the largest proportion of permits for non-residential construction fell within industrial buildings and warehouses (42.3 per cent) and office buildings (15.3 per cent).

In 2018, 7 173 new buildings were completed, of which 6 434 (89.7 per cent) – residential buildings. In 6 434 new residential buildings, 12 244 dwellings were equipped, with the useful floor area of 1.3 million m², i.e. by 4.2 per cent more than in 2017. The construction of individual houses was predominant in the country: 57 per cent of all new dwellings were equipped in individual houses; blocks of flats accounted for 43 per cent. The average useful floor area of a dwelling in an individual house amounted to 141.5 m², in a block of flats – 59.8 m².

In 2018, 739 new non-residential buildings were completed in the country, with the total floor area of 990.1 thousand m², which is by 0.8 per cent less than in 2017. In terms of the total floor area, industrial buildings and warehouses (38.3 per cent), as well as office buildings and trade, hotels and catering enterprises (15.8 per cent each) accounted for the largest share.

In 2018, the volume of construction work carried out within the country amounted to EUR 3 billion; against 2017, it increased by 13.7 per cent at constant prices. In 2018, the con­struction of civil engineering structures accounted for 44.5 per cent of the total construction work carried out within the country (EUR 1.3 billion); against 2017, it increased by 17.4 per cent at constant prices. The bulk of construction of civil engineering structures was comprised of road and street construction and repair. In 2018, the construction of non-residential buildings accounted for 37.8 per cent of the total construction work carried out within the country (EUR 1.1 billion), which is by 10.1 per cent more than in 2017. The bulk of construction of non-residential buildings fell within industrial buildings and warehouses. In 2018, the volume of construction of residential buildings amounted to EUR 531 million (17.7 per cent of the total construction work carried out within the country), or by 12.6 per cent more than in 2017 (at constant prices).

In 2018, the volume of construction work carried out abroad amounted to EUR 315.3 million and, against 2017, increased by 11.3 per cent at constant prices.
